Russia's Fishing Fleet: Interim Results of the Investment Campaign

The Expo Solutions Group team, together with its media partner Korabel.ru, has updated the data onthe implementation of the investment quota program in the review of the current state of the construction of the fishing fleet in Russia.

The material was prepared for the FISH TECH GLOBAL special exposition, which will be organizedat the VIII Global Fishery Forum and Seafood Expo Russia 2025.

Program in numbers: where are we today? 

Today, 43 vessels have been built and handed over to customers under the first stage of investmentquotas, including 19 crab catchers and 24 fishing vessels. Another 52 investment projects are beingimplemented for the construction of 36 fishing vessels and 16 crab catchers. By the end of 2025, it isplanned to transfer 13 more units to customers - 8 crab catchers and 5 fishing vessels. Construction hasalso begun as part of the second stage - an additional 46 vessels. The program continues to be a driverof technological renewal of the industry.

The Far East: A Course for Localization 

The Far East remains in the forefront of the construction of a new fleet. It is here that the main customers work and the extensive shipyard facilities are located. 

Among the leaders

Nakhodka Shipyard: ·

·      In June 2025, the Windis crab fishing vessel was laid down for the Tikhrybkomcompany.

·      The construction of crab catchers "Ussuriysk" and "Uglegorsk" for "Amurrybprom" alsocontinues.

Eastern Shipyard:

·      Crab catchers are being built according to projects 03140 and 03141 (designer - Viking).·

·      Other customers: Sever, Voskhod, Far Eastern Coast, Amurrybprom.

On Khabarovsk Shipyard two crab catchers for Mag-Sea International are under construction.

Livadia Repair and Shipbuilding  builds two motorboats for the Dobroflot company.  

Central Russia: Increasing the Pace 

Shipyards in Central Russia are reaching a steady pace:

Nobel Brothers Shipyard (Rybinsk):

·      Two crab catchers for Aqua-Invest (project 03070) are in operation, the readiness of the hulls exceeds 70%. ·

·      Two trawlers of the T40V project are also being built, the customers are Sokra andOstrovnoy.

Okskaya Shipyard:

·      The third crab processor of project 5712P - "Kapitan Skovpen" for the Russian Crabcompany is being completed.

North-West: Driver of Technological Update 

The shipyards of the North-West already account for more than half of all ships under construction:

Severnaya Verf (St. Petersburg):

·      In 2024, the trawler-processor "Kapitan Abakumov" was launched, the lead longliner"Gandvik-1" of project MT1112XL was handed over to the customer. AdmiraltyShipyards: ·

·      10 large freezer trawlers of ST-192 project (Skipsteknisk bureau) are being built for theRussian Fishery Company (RFC). ·

In 2024, the Admiralty Shipyards conducted factory sea trials (ZHI) of the large freezer fishing trawlerof the ST-192 project “Kapitan Martynov” and raised the flag on it.

Vyborg Shipyard: ·

·      A series of six trawlers of KMT01 and KMT02 projects is being implemented.

·      He builds a series of crab catchers of project 5712LS for the Russian Crab company.

Pribaltiysky NW "Yantar" (Kaliningrad): ·

·      A large freezer trawler "Viktor Gavrilov" (project 5670WSD) is in operation for the LeninMining Complex. ·

·      Earlier "Vasily Kaplyuk", "Commander" and "Leninets" (project SK-3101R) werecommissioned.

Otradnoye: ·

·      In 2025, the Mechanic Tsuranov crab fishing vessel (project 03070) was commissioned.

·      The construction of the crab fishing vessel Orion has also been completed (this orderwas previously transferred from Pella).

Import substitution and challenges 

Despite the sanctions and logistical challenges, Russian shipbuilding enterprises continue to increasethe level of localization and adapt design solutions: ·

·      Production chains with Russian machine builders, design bureaus and suppliers ofcomponents are being developed; ·

·      The priority is vessels with high processing capacity and energy efficiency. 

What the fleet of the future relies on

The investment quota program is not just a fleet renewal. This is a large-scale national strategy: itforms an order for shipyards, jobs for engineers and shipbuilders, and actualizes the industry's demandfor qualified personnel. All these issues are solved at the Global Fishery Forum & Seafood ExpoRussia, where customers, contractors, regulators and equipment suppliers regularly meet to coordinateefforts, compare deadlines and jointly solve emerging challenges. It is here, on this site, that the imageand logic of the Russian fishing fleet of the future is built - technological, sustainable and sovereign.   

In order to give an additional impetus to the program of renewal of the fleet and production capacitiesof the fishery complex, starting from 2024, a specialized exposition is organized at the exhibition,which this year was named FISH TECH GLOBAL. The special exposition will affect both the sectorof fishing shipbuilding and ship repair, and the entire range of equipment involved in the fishingindustry from catch to consumer, including processing, packaging, logistics, storage and sale of fishproducts.
