    Plenary session ‘Fishery in a Multipolar World’

    Event details:

    Russia and, basically, the entire world ran into a major challenge when the usual order of trade, payments, logistics and, consequently, business and economic activities changed in a blink of an eye. Like many other sectors, fishery was hit hard by the disruption of cooperative ties and chains.

    After many Western brands left the Russian market, they were gradually replaced by domestic producers and businesses from Asia and Latin America. The Russian fishery industry has diversified and is swiveling towards the East. The development of transport corridors and Russia's logistics capabilities helps strengthen foreign trade cooperative ties, primarily with friendly states of the Eurasian Economic Community, Asia, the Middle East, Africa and Latin America.

    Today, the fishery industry needs a quantum leap to an entirely new level – an economic paradigm that will not only respond to market changes and take advantage of demand but also create demand for itself. A supply-side economy ensuring a massive increase in fleet capacity, mastering of advanced fish processing technologies, strengthening of logistics infrastructure and retail, digitalization and life-long academic support.

    The fishery and fish product manufacturing industries have an eventful and ambitious agenda today. Along with the staple concerns of proper use of World Ocean resources, boosting the performance of fishing and processing stages, and addressing food supply issues, there is growing need for broader cooperation among nations, international organizations and fishing companies.

    We need to build new ties between dependable and responsible partners in the regions that now drive the fishery industry or consume fishery products on a major scale. We need to re-engineer existing business processes in the fishery industry both domestically and internationally. Russia is fully open to these initiatives for an equal partnership with all countries. As a major producer of fish products, Russia seeks both to increase its own consumption and to build new markets for fishery products and services.

    Roundtable ‘The Fishing Industry on the Path to Technological Sovereignty: Renovations of the Fleet and Processing Facilities’

    Event details:

    The renovation of the fishing fleet and processing enterprises in Russia is currently a key driver for the development of the fishery industry and one of the top priorities for the industry as a whole. Projects that have already been launched are being supplemented with new contracts for the second stage of the investment quota campaign, state support measures are being developed and introduced, new players are emerging on the market, and production chains are being optimized.

    To implement all the plans for the construction of ships and coastal plants, it is essential to replace the equipment and components of suppliers who have left the Russian market and localize their production in order to ensure technological sovereignty. Russian manufacturing companies will have to expand, and in some cases even start from scratch, their production facilities in the shortest possible time to meet the growing demand.

    In an effort to support a productive dialogue among all the parties involved and synchronize their positions, a roundtable is organized with representatives of customers, contractors, and equipment suppliers on ways to renovate infrastructure in the fishing industry. The organizers will provide the participants with an opportunity to get to know each other and network before the start of the discussion, so that each party can find new partners for further interaction.

    Event format: pitch session of equipment manufacturers. Maximum five minutes for each speaker; speakers are invited to the podium. After the presentations, the experts will offer their comments and assessment of the capabilities of domestic equipment manufacturers for the Russian fishing fleet and fish processing facilities

    Series of keynote speeches ‘Young Specialists Driving the Fishery Industry’

    Event details:

    Today, young professionals increasingly need to demonstrate their skills, ideas and projects to big audiences; this might involve defending a thesis or presenting a project to interested stakeholders. Yet, not every university or vocational college graduate has the skill to give an effective and elegant presentation. So, they face difficulties in both finding employment and arguing their ideas and beliefs. To resolve this issue, the Forum offers a series of keynote speeches “Young Specialists Driving the Fishery Industry”, where top speakers of Russian “Znanie” Society will teach their audience how to structure their presentations properly and upgrade their soft skills.     Roundtable ‘Expansion on the Domestic Market and Increased Consumption of Russian Fish within the Country’

    Event details:

    According to the FAO, the volume of aquatic biological resources produced (excluding aquaculture) has fallen by 2 mln tonnes, or −2.2%, over the past ten years. At the same time, the planet's population has grown by 0.75 bln people, or +10%, during the same period.

    The average quantity of wild fish available per person was 13 kg in 2012, dropping to 11 kg in 2022. This is a −15% change. Aquaculture production is booming, increasing from 70 to 88 million tonnes, or +25%, over the same ten years. Including aquaculture, we get 22 kg of fish and fish products per person.

    New countries are entering the global markets and the global competition for natural protein is growing. Meanwhile, consumption of fish and seafood in Russia has been stagnating for several years now. By various estimates, it ranges from 15 kg to 22 kg per capita per annum.

    The disproportion in consumption between different age groups is also growing. Analysts report that the frequency of fish consumption among the younger generation has been plummeting over the last several years. According to the Russian Public Opinion Research Centre, weekly consumption of fish and fish products in the 18–24 age group has dropped from 55% in 2018 to 21% in 2023.

    In recent years, we have been talking about fish product consumption in the Russian Federation and the need for constant change. It seems that the ice has finally broken and, this year, we are starting to see that the regulator, relevant federal executive agencies and the Government are focusing particularly on domestic market saturation. Most importantly, we see real projects being promoted at the regional and federal levels.

    • Where can we expect a breakthrough in consumer appeal: product range, quality, packaging or greater consumer awareness?
    • How do market players (fishermen, processors, retail chains) see the product range? Which segments (frozen, defrosted, canned, preserves, snacks, delicatessen) will grow and which will stagnate and fall?

    Roundtable ‘Entering and Working on the Chinese Market under a Russian Brand’

    Event details:

    China is Russia's biggest trading partner importing aquatic biological resources. In today's new economic reality and with China's “post-COVID” conditions, it is just the right time to enter China's vast domestic market bringing a final product with an ultimate degree of processing and a high added value. Manufacturers from Russia are well aware of this. Many have already started or even completed registering their own trade marks in China, wishing to promote their products on the new market. There are several barriers to this process, most of them related to the shelf life of the products that can be shipped to China. On the other hand, there are also ways to overcome these barriers and have a presence in Chinese offline and online retail chains.

    Roundtable ‘University-Business: Innovative Technologies for the High-quality Products’

    Event details:

    As part of the food industry, the fishery industry involves catching fish and other aquatic bioresources and processing them into various kinds of food, medical and technical product, and animal feed. Technologies and manufacturing processes for processing fish and marine resources depend directly on the final product and consumer category for which these products are intended.

    Manufacturing quality fish products is an important socioeconomic factor in determining the state of and prospects for the fishery industry today. Clearly, the sector should engage in comprehensively developing its scientific, innovative and technological potential in all principal areas such as the special-purpose fleet, processing facilities, retail chains and fish farms. Sectoral universities that come under the Federal Agency for Fisheries are, along with other actors, assigned the leading role in designing and promoting innovative, breakthrough and, crucially, import-substituting technologies. Effective transfer of university-designed innovations, launch of new manufacturing facilities, development of existing fish-processing enterprises with a view to manufacturing competitive and high-quality fish products require close cooperation and partnership in research and education between universities, business and industry research institutes.

    Aquaculture has demonstrated impressive production growth in Russia over the past decade. Given the relatively stable breeding rate of traditional species, including carp and herbivorous fish, this growth was enabled by a production boost in industrial-grade cage salmon farming.

    Today's economic situation constitutes a major challenge for this promising business owing to import stoppages of high-efficiency feed and effective planting stock. A prompt resolution to these issues requires development and introduction of a holistic approach to import substitution with a view to maintaining and subsequently increasing the growth rate of commercial salmon farming.

    Broad integration of research efforts into the sector's business operations is integral to sustainable development of aquaculture.     Effective performance of a fish farm depends on multiple factors: supplies of critical materials (high-quality planting stock and high-efficiency feed concentrates for aquaculture facilities), competent planning of production cycles, fault-free equipment servicing, use of advanced technologies, and minimization of human errors at every stage of the breeding process.

    Discussion of high-profile scientific breakthroughs, results of breeding and genetic efforts, and practices employed by aquaculture businesses today, in both freshwater and marine aquaculture and RAS technologies.

    Representatives of the industry's research and business communities, planting stock suppliers, designers and producers of specialty fish feed (and its components), as well as manufacturers of aquaculture technologies and equipment are invited to join the discussion.

    Russia’s fishery industry is today experiencing a shortage of young professionals. Current educational programmes in sectoral universities are intended to resolve the staffing problem but only a small percentage of university graduates go to work at sectoral enterprises and research institutions. What are the advantages of working in the fishery sector and science? What is our vision of the future of Russia’s fishery industry? Games serve in sharing experience, bring people together, help people grow, mold their personalities, intelligence, willpower and attitude, develop creative thinking and imagination.     Roundtable ‘Outcomes of the work of the latest sessions of FAO COFI Sub-committee on aquaculture and Sub-committee on fish trade’

    Event details:

    Established by FAO’S Committee on Fisheries (COFI) in 2001, the Sub-Committee on Aquaculture (COFI-AQ) provides a forum for consultation and discussion on aquaculture and advises COFI on technical and policy matters related to aquaculture and on the work to be performed by FAO in the field of aquaculture.

    The 12th Session of the Sub-Committee took place from 16 to 19 May 2023 in Hermosillo, Sonora, Mexico. It was attended by 36 Members of FAO, by representatives from one specialized agency of the United Nations and by observers from seven intergovernmental organizations. The Sub-Committee supported FAO’s efforts to promote aquaculture and highlighted the importance of aquaculture to food security and nutrition, livelihoods, economic development and public health as well as aquaculture’s contribution to the Sustainable Development Goals. It recognized aquaculture as an important topic for international cooperation and requested FAO to develop guidance on climate change mitigation and adaptation for aquaculture, noting that unfed aquaculture can produce aquatic foods with a low environmental and carbon footprint.

    Established by COFI in 1985, the Sub-Committee on Fish Trade (COFI-FT) provides a forum for consultations on technical and economic aspects of international trade in fish and fishery products.

    The 19th Session of the Sub-committee will take place from 11 to 15 September 2023 in Bergen, Norway. The Sub-committee will discuss Fisheries Outlook, Global Themes, and Cooperation with other International Organizations. It will dwell on Market Access issues, including Food Safety and Quality for Aquatic Products; FAO’s Work on Aquatic Food Traceability and Catch Documentation Schemes, and Enabling Sustainable Market Access and Trade for Small-Scale Fisheries. The Code of Conduct for Responsible Fisheries and Post-Harvest Elements will also be among the topics of the Sub-committee’s deliberations.

    Objectives:

    The key outcomes of the work of both Sub-committees will be presented at the side event, with a focus on decisions and recommendations pertinent for the Russian Federation.

    Sustainably expanding the aquaculture industry, ensuring that all fisheries are effectively managed and that aquatic food value chains are efficiently and equitably developed, are at the core of FAO's vision of Blue Transformation.

    Fisheries and aquaculture products are among the most internationally traded food commodities, involving more than 225 countries and territories, and are worth some $150 billion a year. However, supply shortages for traditional fish species, rising transportation and fuel costs, and an overall price increase have resulted in changed consumer behaviour and demand adjustments, which have affected how fisheries and aquaculture products are produced and traded.
